For that a new mindset is needed fortified with human resources and budget appropriations. My labor clearance was stuck in SWAs and backlog centers for 3 years. I talked to the SWA officer in charge in my state of CO. He said, this is federal work and there is no money appropriated.
Here is the showcase of how the USCIS works on legal ALIENS(from reliable Ombudsman report):

As of May 2007, USCIS reported a staggering 329,160 FBI name check cases pending, with approximately 64 percent (211,341) of those cases pending more than 90 days and approximately 32 percent (106,738) pending more than one year. While the percentages of long-pending cases compared to last year are similar, the absolute numbers have increased. There are now 93,358 more cases pending the name check than last year. When I applied for EAD and AP (paper filed) my attorney advised to make checks payable to “U.S. Department of Homeland Security”.
There has been time check used to be payable to:
U.S. Department of Homeland Security - USCIS
Now at some places it is shortened to:
U.S. Department of Homeland Security
And at other places it is shortened to:
USCIS
I think, they are interchangeable.

I feel that unless your location & position is absolutely stable no point even thinking about it. Think only if you have a full time position and the company is in great health and you really like the city and area that you live in. If you are in consulting buying a house reduces your flexibility, I agree that renting is equivalent to wasting money, however it definitely gives you the flexibility to be mobile without any second thoughts.

especially the reasons you gave as to why this bill is interesting...this bill does not scream employment based immigration but as I see it it does have has employment based visa provisions along with much wider and extensive family based gc provisions ..also there is no mention of temporaray visas / temp workers with tis bill..no mention of legalizing illegals to legal ....it is focussed exclusively on reducing waiting time for GCs for folks who are in the queue with more emphasis on family based
Salient features of Bill: S.1085
After analyzing this bill, I found the following:

What makes this bill much more interesting is:
1. This is not a bill targetting the issues of Employment based category - So there won't be a huge backlash against this in the name of the economy and recession. The provisions for the employment category are just one item in this bill.
2. Family based immigration reform has a wider range of support from all kinds of groups unlike Employment based immigration reform. Just search for this bill "Reuniting Families Act" in google news and you can identify all those organizations supporting this bill (they all have a news release).

i have couple of questions.
1. currently i am on H1 and my wife started using EAD. First time i applied EAD and AP for both myself and my wife. Now, i don't want to renew my EAD but just renew my wife's EAD. Is this ok? What happens to my EAD after it expires. Will i be able to renew it in future or will i be able to apply for a fresh EAD based on my pending 485 with out a problem? what will be my status if i renew my wife's EAD alone with out renewing mine. will i still be on valid h1?

The form firearm buyers fill out is a federal form that should be standard across all states. Perhaps your recollection is from before Feb 2002 when nonimmigrants' firearm ownership was not restricted.
A correction for my earlier post - the pamphlet is from ATF, not ICE. http://www.nafr.org/PDF/p5300_18.pdf
Regarding FBI Background checks for firearm transactions, they are required by law to give a decision in 7 days, or the transaction is automatically approved. There is a very efficient appeals process for wrongful denials that takes only a couple of weeks. There is also a toll-free hotline to call FBI and talk to an officer.
Wish they had all these features and the 7-day timeframe for immigration background checks....

From the pamphlet it is clear that if you have resided in the State where you are buying the handgun for 90 days and intend to make a home in that State AND are in possession of a valid hunting license or permit lawfully issued in the US the you are eligible to purchse a firearm from an FFL to possess in the US.
I checked the GA Department of Wildlife website and you can get a license online for hunting in a matter of few minutes by paying a small fee unless you intend to hunt Deer for which you need to undergo hunting course.

In most critical situations a person can file a lawsuit in federal court and ask court to 1) compel USCIS to process your EAD within 1-2 days and 2) enjoin DHS from going after the employer if person continues working with expired EAD. Part 2 is available only if employer wants to participate in a lawsuit. Otherwise, file it yourself, it requires the same amount of time as filing for EAD.

Looks like 25% of those still waiting are in 2005 - this blows away the earlier predictions that the dates will advance quickly through 2005 - looks like pre perm cases are considerable! I was hoping that it would reach my PD atleast in Sep 2010, but now, it looks only 50-50 chance (dont ask me how i arrived at the 50-50 number, just pulled some numbers from the air :) )!

My advice to most people who do not perfectly fit into eb2 is to do the eb3 petition first (which is guaranteed to be approved). Get your place in line for the greencard.
If it is taking too long then you can try an eb2 later; if it gets approved then you will get the old priority date. If it doesn't; well you can say you tried but you didn't lost your place in line for the greencard because you still have the old eb3 in place.
However, if your cases is not clear for eb2 and you try this first and it gets denied then you will lose valuable time in line for the greencard because you have to start from the beginning.
Since, last august DOL has become weird with even approving eb3 labors. Generally, attornies will put language in the eta 9089 that they will accept three years of experience for each year of bachelors degree missing (this is in line with education evaluators and uscis).
However, this isn't the same criteria DOL uses. They will state that if a person doesn't have a degree then you are willing to accept 12 years of experience which is excessive and they deny the labor (before they were giving hard time to eb2 but not it is eb3 that they are after). So now we have an issue that DOL criteria is different then uscis critera. You use dol criteria, labor gets approved but 140 gets denied. Use uscis criteria and labor gets denied. Your point is very much valid, But ok lets for a min assume H1b is eliminated completely. Do you think these big IT firms or even small consulting firms stop doing their business ? No. if not H1B there will be other way bringing ppl for short term. they will be some other way to do it. H1B is not designed keeping us in mind its designed keeping US Citizen employers in mind. and also it is adding to USCIS revenues. if you see even in current fiscal year i have seen all of my friends who did premium got thier H1b approvals.
The reason i said H1B outsourcing will start is most H1's are held by Big IT firms of India. If they do some thing that will hurt it they will do something else or reduce onsite avail or make it short term there will be some other workaround but no way these jobs will go back to americans.
Key point we have to argue and keep on doing it is the fact that , drawing a comparison between us and illegals. Even illegals have marched on streets and expressed their concern of not leaving USA if so why we paying millions of taxes adding source to housing market and GC in a valid stage , should ever even think of losing it ?
Exploitation is there everywhere. Illegals are being legalized for US employers but this will have disastrous consequences. Now with illegals only working behind the hood and will come out and did these americans ever thought of what will happen to all the ppl who work in restaurants etc and their wages. Yes all desi companies does the same thing becoz thats the only they can be in business. If you see many reasons why corp america is against merit based sys is there is no way its associating it with TIE-UP of h1b with them.
